I recieved a parking ticket but there is no violation noted on the ticket. I called and was told that it was becuse of a meter violation. Can I dispute this?

Dear Parking Pundit,
You have a very interesting and informative blog. Some of the stories a re truly hilarious. I am really glad I found it.
The reason I am writing to seek advice is that recently I received a letter from DC that an alleged expired meter ticket had not been paid in time and is now worth double the fine.
Now I love DC,and admit that have been tricked by their crafty parking sign-smiths into violations, but when I made a mistake I would admit and pay. This time I didn’t receive a ticket, and more importantly my meter hadn’t expired.
Now I can understand if the parking officer got distracted and wrote down my plate for a fellow driver’s violation, and it wasn’t malicious at all, but how am I going to fight this?
It seems from your blog that claiming that the officer was in error/wrong/crooked leads nowhere. Does this mean that DC can go issue paracketeering tickets to paying, legally parked vehicles, intentionally or not, with no recourse?
Do you suggest I claim that the meter showed correct time when I parked and paid, and also when I left but it must have temporarily broken down while the officer was passing by. It’s crazy but broken meter might be the least inadequate argument [in a case of broken meter maid].
Or should I not bother with the contesting and start with a formal complaint letter to the commissioner.
Either way, why would I not receive the ticket in the first place? This is a clue, I just don’t know what it means yet. (it lines up with my theory of honest officer mistake)
I think I will start by requesting a copy of this fictitious ticket along with any evidence they may have to support it,
